There isn’t one universal definition.
Insurance companies generally look at the home’s reconstruction cost rather than simply its real-estate market value.

Your home might have a market value of $4 million, but that doesn’t necessarily mean you need $4 million of dwelling coverage.

Homeowners insurance is primarily concerned with the cost to repair or reconstruct the insured structures after a covered loss, subject to the policy’s terms and limits.
A detailed replacement-cost evaluation can therefore be especially important for high-value properties.
Southern California Wildfire Exposure Changes Everything
High-value homes in Southern California can become particularly challenging when they’re located near brush, hillsides, canyons or wildland areas.

A beautiful canyon or hillside location may also create a significant wildfire exposure.
Insurers may consider factors such as vegetation, slope, access for emergency vehicles, distance from fire protection, roof and construction materials, defensible space and the property’s overall wildfire characteristics.
That doesn’t necessarily mean the property is uninsurable.
