With over 30 years of leadership in the Property & Casualty and Financial Services sectors, James CQ Banh is the founder of Starwest Insurance Agency. His journey is a testament to hard work and consistency; what began in 1995 as a humble “one-man show” in a 500 sq. ft. office has evolved into a premier, full-service insurance and financial institution operating out of a 7,000 sq. ft. building in 2025. Today, James leads a powerhouse team of over 100 licensed agents.
Known in the industry as the “Insurance Doctor” in the Property & Casualty realm, James has spent more than three decades diagnosing and solving complex coverage needs. His deep expertise spans a comprehensive range of protection, including Auto, Home, Business, and Workers’ Compensation insurance. Beyond P&C, James is an Annuity Advisor, Life Insurance Design Specialist, and 401k Rollover Specialist, serving clients from his established offices in Westminster and Irvine.

James and his team have been dubbed “The SWAT Team” for their tactical ability to handle the most difficult Property & Casualty cases. He is frequently the first call for agents from captive carriers like State Farm, Farmers, and Allstate when they are unable to obtain coverage for their own clients. His ability to find solutions where others see dead ends has made him the primary referral partner for a vast network of professionals, including realtors, mortgage lenders, escrow officers, lawyers, and auto dealerships.
Mentorship & Education
On the Financial Services side of the business, James serves as the Senior Director for the Irvine Financial Center, focusing on the training and development of both new and veteran agents. His commitment to building the next generation of financial architects was famously featured in a front-page article in the Orange County Register titled “Busting Barriers.” Over his career, James has mentored hundreds of agents—many of whom have gone on to become giants in the industry—carrying forward the principles of integrity and expertise he instilled in them.

Beyond the Office
When he isn’t “diagnosing” complex insurance cases, James is an avid golfer at the Hacienda Golf Club. He finds balance through traveling, fine dining, and attending live concerts and musicals. He stays active electric biking down the Santa Ana River trails and cherishes time spent hanging out with lifelong friends. Above all, James values family—especially when he is babysitting his 5-year-old grand-nephew, Aadyn. Whether on the fairways or at home, James brings the same “family-first” dedication to his personal life as he does to his business.
