The short answer is YES. In California, you can own and insure a vehicle without a license, but the process is different than a standard policy. Here is how to navigate the 2026 requirements in Orange County.
Why You Might Need Insurance Without a License
- License Suspension: You need proof of insurance (often an SR-22) to get your license back.
- You Don’t Drive, But Others Do: You own a car that a spouse, caregiver, or family member drives for you.
- International Residents: You have a license from another country but haven’t secured your California DL yet.
- Vehicle Registration: You cannot register a car at the Westminster or Santa Ana DMV without proof of insurance.
How it Works: Listing a “Primary Driver”
Since you aren’t licensed to drive, an insurance company won’t let you be the “rated” driver on the policy. Instead:
- Exclude Yourself: You are listed on the policy as an “Excluded Driver.” This means the insurance is active for the car, but it will not cover any accidents if you are behind the wheel.
- List a Primary Licensed Driver: You must name someone who does have a valid license (like a roommate or family member) as the primary operator.
- Provide Identification: Instead of a DL number, you can often use a California State ID, a Passport, or an International Driver’s Permit.
The 2026 California Coverage Rule
Regardless of your license status, your policy must meet the new 2026 California minimum liability limits. If you’re driving (or parking) a car in Santa Ana or Westminster, you must have:
- $30,000 for bodily injury per person.
- $60,000 for bodily injury per accident.
- $15,000 for property damage.
