What Is the California FAIR Plan?
The California FAIR Plan is designed as an insurer of last resort for property owners who are unable to obtain insurance through the traditional market. It provides basic fire insurance coverage for eligible homes and businesses when standard insurance companies decline to offer coverage.
The FAIR Plan is not intended to replace a standard homeowners insurance policy. Instead, it provides limited property protection that is often combined with a separate policy to create more complete coverage.
Why Are More Inland Empire Homeowners Being Placed on the FAIR Plan?
Many insurance companies have reduced or stopped writing new homeowners policies in wildfire-prone areas of California. Even homes that have never experienced a wildfire may receive non-renewal notices because insurers are reducing their overall exposure in certain regions. As a result, more homeowners are turning to the California FAIR Plan as a temporary solution.
Common reasons homeowners are declined include:
- Wildfire exposure
- Brush hazard
- Remote locations
- Multiple prior claims
- Older roofs or deferred maintenance
- Carrier restrictions in certain ZIP codes
What Does the California FAIR Plan Cover?
A basic FAIR Plan policy generally provides protection for:
- Fire
- Lightning
- Smoke
- Internal explosion
Optional endorsements may provide additional named-peril coverage, but a FAIR Plan policy does not automatically include many of the protections found in a traditional homeowners policy.
Why You Also Need a Difference in Conditions (DIC) Policy
One of the biggest misconceptions is that a FAIR Plan policy is a complete homeowners policy.
It isn’t.
Most homeowners should pair their FAIR Plan policy with a Difference in Conditions (DIC) policy, which can provide valuable coverage for:
- Water damage
- Theft
- Liability protection
- Personal property
- Additional living expenses (loss of use)
- Vandalism (depending on the policy)
- Other important coverages not included in the FAIR Plan
Together, a FAIR Plan policy and a DIC policy create protection that is much closer to a traditional homeowners insurance policy.
